Joaquin Miller Horse Camp is a recreation area within the Malheur National Forest. The camp offers opportunities for horse riding and camping. It is situated in a scenic area with pine trees and wildflowers. The camp has a 14-day stay limit. The Federal Lands Recreation Enhancement Act allows the Secretaries of the Interior and Agriculture to establish, modify, change, collect and retain recreation fees at Federal recreation lands and waters. The Act requires at least 80% of the fees to stay on the forests and grasslands where they were collected and reinvest that money to support local site operations and maintenance. Visitors can enjoy various outdoor activities such as biking, fishing, hiking, horse riding and camping, hunting and shooting, off-highway vehicles, outdoor science and learning, picnicking, water activities, and winter sports. The Malheur National Forest has 4 former guard stations and one lookout available for public rental.
